Local Reuse Authority (LRA) - Status Bullets – November 28, 2017

 Property Transfer 

ü  The Navy has finished their Final Environmental Impact Statement resulting in a signed Record of Decision (ROD).

ü  The Navy’s Final Finding of Suitability to Transfer (FOST) #1, determining the successful remediation of contaminated parcels within the First Transfer Parcels (1,200 acres for the LRA, 2,200 acres for the East Bay Regional Park District) has been issued and regulatory concurrence letters expected in October.

  • The LRA, Lennar and Navy are negotiating the business terms for the Economic Development Conveyance of the entire development footprint – approximately 2,300 acres.

Successful completion of these efforts should result in the conveyance of the First Transfer Parcels to the LRA and Park District in spring 2019.

 Disposition & Development Agreement (DDA)

  • The LRA and Lennar Concord, LLC (managed by FivePoint) have agreed to negotiate the DDA and prepare the Specific Plan on parallel paths.  The DDA negotiations will be based on the Term Sheet accepted by the City Council in May 2016.  The negotiations are expected to be completed in coordination with the Specific Plan in the spring of 2019.

 Specific Plan, Infrastructure Master Plan, Environmental Review

 ·         Lennar/FivePoint will be preparing/proposing the Specific Plan.  The Specific Plan will address both Lennar’s 500 acre Phase One and establish zoning standards for the remainder of the entire development footprint.  Both the BART parking lot parcel (18 acres) and the Coast Guard Housing site (58 acres) are being planned as part of the Specific Plan.

 ·         The Infrastructure Master Plan will be a chapter of the Specific Plan and collaboratively written by Lennar with input from the LRA/City and all service providers.

 ·         The independent Environmental Review will be led by the LRA/City staff and consulting team.

The LRA created a 13 member Community Advisory Committee (CAC) for the Specific Plan process.  The CAC will provide both input into the Specific Plan as well as encouraging public engagement and participation in community meetings/discussions.  The CAC meets monthly at 6 pm on the 3rd Tuesday in the Council Chambers.

At their November 7 meeting the CAC designated Lennar’s proposed land use plan map and development program as the basis for all the studies needed to develop the Specific Plan document.  It is expected that the plan will evolve as the studies are done and more information is presented to the CAC and City Council.

The CAC will hold their next meeting on December 19th where they will discuss issues related to proposed Infrastructure and Utility plans.
